Report 16.17 Students with Disabilities – Annual Comparison Report (Fall 1)

Description: Reports unduplicated count of students with disabilities within each Primary Disability Category as of Fall Census Day in the selected year compared to the prior Academic Year

Basic selection criteria:

Students Included: Students with a qualifying enrollment who are Eligible and Participating in the Special Education program during the report Date (Census Date) and have an Education Plan effective during the report Date (Census Date) at the same Reporting LEA as the enrollment. Students with a qualifying enrollment who have an SWD Plan record (PLAN) and services (SERV records) effective on the Report Date (Census Date) at the same Reporting LEA as the qualifying enrollment and SWDS status of Eligible and Participating on the Report Date.

Qualifying Enrollment:
- Most Recent Open Enrollment at any time during the Report Period (See CALPADS Glossary: Enrollment, Open; Report Period). Most Recent = The “most recent” SENR record is defined as the last enrollment based on the last Student Enrollment End Date on or after the report period start date. In cases where more than one SENR record overlap the reports period within an LEA, priority is given to Primary Enrollments, Short Term, secondary, then Non ADA Enrollments. In cases where more than one SENR record for a student with the same Enrollment Exit Date exists, use the top record ordered by descending order by Student Enrollment Start Date, Grade Level Code (sorted on reference key), and CDS.
- Enrollment Status Code = Primary (10) or short-term (30), 50 (Non-ADA Enrollment)
- Default Grade Level = IN, PS, TK-12

Qualifying Special Education Records:
- Most Recent PLAN record overlapping the report date (Census Date) (regardless of LEA) where Plan Effective Start Date < = the report date and (derived) Plan Effective End Date >= the report date.
- Most recent SWDS Record on Census Date for student has Status of Eligible and Participating (regardless of LEA) where Status Effective Start Date < = the report date and (derived) Status Effective End Date >= the report date.
- PLAN information will be used in report only if the Reporting LEA from selected record matches the reporting LEA as the qualifying enrollment.

Student data:
- Student Information (SINF) data reported or used for selecting student subgroups (e.g. Race/ethnicity, Gender, Birth date for Age Calculation, etc.) are selected from the most recent student information record (if exists) that overlap the most recent qualifying enrollment at the school during the report period
- Student Program (SPRG) data used for selecting student subgroups (e.g., Homeless, Migrant, etc.) are selected from the most recent SPRG record for the same school of attendance as the SENR record with the Education Program membership Start Date and Education program Membership End Date (if exists) that overlap with the most recent qualifying enrollment at the school during the Report
- Student English Language Acquisition Status (SELA) data reported or used for selecting student subgroups (e.g. ELAS Status) are selected from SELA record for students with a qualifying enrollment. Student English Language Acquisition (SELA) reporting will need to find the most recent status on the report date (using Effective Start Date) that was effective during the report period regardless of reporting LEA.

Notes:
1) In order for a student to appear in a particular SELPA count, they must have the SELPA code reported on the PLAN record that overlaps the qualifying enrollment at the same reporting LEA as on the PLAN record AND the SELPA code from the PLAN record has a reporting relationship with the Reporting LEA.
2) Prior Academic Year Total unduplicated Student Counts are obtained from the previous Academic Year Fall 1 SELPA Approved Counts
Report Filters: Filters can be selected resulting in only totals for the selected filter being displayed – legend on bottom of last page of report states which filter/s were selected
